The WRO is structured around two main committees, both of which are staffed by volunteers from the Fire, Rescue and Medical professions.
The WRO Executive committee is made up from elected officials from the WRO committee including the Chair, Vice Chair, Secretary, Treasurer and Operations Director. The Executive committee members manage the day to day operation of the WRO including liaison with internal and external stakeholders.
The WRO Committee is made up from nominated individuals from each WRO Member Organisation. The number of individual representatives from each WRO member Organisation is set by each organisations membership level.
In addition to the above the WRO also operates a number of working groups, these groups include representatives from all WRO member organisations. Working groups include

- Marketing & Funding Group
- Membership working group
- Technical Rescue Advisory Board
- Medical Advisory board
- Extrication Standards-RTC Development.The RTC working group will be responsible for the update of all RTC related assessment systems and assessment methodology on an annual basis; with the remit of making recommendations before each WRO AGM for ratification. The group will identify commonalities that impact upon all member organisations ability to make an effective operational response to incidents and develop the challenge concept and assessment methodology to help meet the changing needs of emergency response & casualty care.
